Goa Mandates ₹25 Lakh Accident Insurance for Aero-Sports Operators

Goa has made ₹25 lakh accident insurance compulsory for adventure sports like paragliding, hot air ballooning, and paramotoring. The rule, effective from August 17, 2025, ensures safety for tourists and accountability for operators.

In a landmark safety move, the Goa government has made ₹25 lakh accident insurance cover mandatory for operators of aero-sports activities including paragliding, paramotoring, hot air ballooning, and drone-based adventure rides. The directive, effective from August 17, 2025, applies to both pilots and passengers, ensuring better protection in case of accidents or mishaps.

The move comes after repeated safety concerns were raised by local authorities and tourists about the lack of formal insurance protection in adventure sports. Many operators had previously provided only minimal coverage, leaving tourists vulnerable to high medical costs in case of accidents.

Under the new rules, failure to comply could lead to penalties of up to ₹2 lakh, suspension of license, and even arrest of operators.

Goa’s Tourism Minister said the step is aimed at making the state’s adventure sports industry safer and more reliable for tourists. With Goa being one of India’s top adventure destinations, authorities believe that such safeguards will enhance international credibility and boost visitor confidence.


Tourist Perspective:
Tourists often pay between ₹3,000 to ₹8,000 for aero-sports activities, but most were unaware of the limited insurance protection. With this new mandate, visitors can now enjoy these experiences knowing they are financially covered.

A tourist from Bengaluru said:

“It’s reassuring to know that if something goes wrong, at least there is a financial safety net. Adventure sports are thrilling, but safety should never be compromised.”
